Hamson Obua: Inside the New Sports Minister’s Work Plan

New State Minister for Sports Hamson Obua has revealed his work plan after he was vetted in at Parliament on Friday.

Obua, the Ajuri County MP in Alebtong district, was appointed as the new Sports Minister to replace long serving Charles Bakkabulindi.

He was among the new ministers who were vetted by the Parliament’s Appointments Committee, chaired by the Speaker of Parliament, Rebecca Kadaga.

Obua highlighted three main focus to put emphasis during his tenure; to evaluate legal instruments guiding sports, study the sports federations and improve the sports facilities.

“The preliminary assignment we will embark on is to understand, read and internalise the domestic and international legal instrument guiding sports with in and out side Uganda,” Obua noted. “It is important because that will guide the minister granted opportunity to make informed decision, the actions and inaction of the minister will be explained by the law.”

“Secondly, to acquaint myself with the different Federations affiliated to National council of sports and definitely I will have to move federation by federation in order for me to appreciate the environment under which they are working in, interact with them and when we come back we will able to get a way forward.

“Number three, is to have a tour on national and regional sports facilities in order to appreciate their predicament, their conditions, their situation and interact with the respective local government to get our respective way forward because infrastructure in terms of stadium that available in this country are very very crucial for the different discipline of sports.”

In his explanations, Obua noted that sports federations should be funded based on results.

He added:

“The issue of funding we are looking at three tire system, funding from the government of Uganda, funding from cooperate sponsorship you know then and then funding from international organizations, association and Federations, so we need to lobby and advocate for more funding to the respective federations such that we can groom and nature talents from the country side.”

Obua commented that he is already aware of Teryeti high altitude center being constructed and also looking at the issue of completion.

He said that President Museveni has directed John Akibua Memorial Stadium and another stadium in Fort portal be constructed with funding as a grant from People’s Republic China.

Obua also stressed that he will be available to provide leadership to local government in order to generate resources from with in the localities through cooperate sponsorships, through banks and through organization that are operating such that stadiums such as, Kakyeka, Masaka, Jinja Mbale, Soroti can be revived.

He also vowed to do what is in his own means to end wrangles and conflicts with in federations.

“As a Minister, I am in charge of policies not conflicts, all these games have roles and responsibilities that are written, stick to your roles let me stick to mine and we serve Ugandan Sports. I want to appeal to them that i come in with clean hands but we must start by ensuring that our respective houses in terms of federation are put in order.”
