Consultative Meeting: Magogo On Decision To End League, FIFA Funds

FUFA boss Moses Magogo said that the money they received from FIFA was not for Clubs and the Federation’s decision to end football competitions due to Covid19 was for the good of the game.

Magogo said all this, while speaking to club chairpersons (and their representatives) during a FUFA – UPL Clubs Consultative meeting held at FUFA on Wednesday.

Seven of 14 clubs were represented in the meeting. UPL board members and other FUFA Club licensing committee also attended the meeting in Mengo.

“The information that we received funds for clubs is not true,” said Magogo in his remarks. “The funds were indeed sent but were the purposes of the use of usual activities at FUFA.”

“FIFA was very clear, they said that they were sending the second and final installment for this year, meaning that there will not be any funding coming through until January 2021. And the objective of FIFA was that in the period of Covid19 as the Federation is struggling with financials, can you get what you are entitled to because that is your entitlement, instead of bringing it in July get it in May.”

Magogo informed the members that there are many obligations that come with that funding from FIFA that include all other national teams beside Uganda Cranes which is funded by the government.

He added that the funds received are the same funds that will be used to pay different service providers and salary for FUFA staff. He reveales that FUFA’s monthly Salary Bill is over Sh120M.

He added that clubs should be hopefully of receiving money from FUFA as FIFA promised them of an intervention.

“FIFA has assured that there is an intervention they are going to make specifically to help the stakeholders. Whenever an opportunity arrives and this money comes, our priority is our members that compose FUFA and those are the clubs and special interest groups.”

Magogo also stressed that there have been zero funding from Government in the final quarter.

He added:

“The perception that we are not spending money on Premier League is not true because we all the players are insured, paying transport for teams that represent Uganda on the continent.”

Ending The League

On May 20, 2020, FuFA ended all leagues for the season 2019/2020 under Article 18 of the Competitions Rules (FCR).

The decision never settled well with some clubs and was contested by some Big League clubs as well.

Magogo narrated:

“We indeed held on before ending the league, we were getting communication from CAF and FIFA asking about the status of our league, and we told them that we would wish to finish the league by playing all the rounds, and it reached a time that there were conflicting parameters that we had to solve so we called up on the board in an electronic meeting and discussed the way forward.

“What is also true is that there were clubs that approached us wanting the status of the league to be defined because of the challenges they were experiencing.

“Together with board, we agreed on the decision to apply the regulations and terminate the 2019/20 season as you all received the communication. That was a well researched communication which was decided in the interest of the game of football.”

He noted that those counties z especially in Europe whose leagues were not ended, don’t have have a regulation in place.

“Those leagues in Europe don’t have those regulations in place where the league ends prematurely. In Uganda the regulation is there and it had been applied before, there is a precedent. And those who follow law know that precedents are used to take decisions.”

It should be remembered that the league was ended prematurely in 1991 with KCC (or KCCA FC as they are now called) were declared champions instead of Villa who also had a mathematical chance of winning the league

“When we applied it, we were not targeting anyone, we looked at real situations. We had a date of June 30 when we had to end the season and this date is pre-entered into the system of FUFA in terms of player transfers. This date cannot be changed once entered into the system. That was the first challenge.

“Informed by such reasons among others, we thought that it was important and it was the responsibility of ours to take such a decision.

He added that there was no way a right decision was going to be reached given the matter was going to advantage and disadvantage others by engaging clubs because this was a matter of life and death.
