Deliver High Altitude Centre By June Or Face Consequences – Minister Obua

State minister for sports Hamson Obua has on his second visit to the National High Altitude Training Center in Teryet, Kapchorwa urged the contractor to deliver the first phase of the project by end of  June.

This high altitude training center is a presidential pledge named after Stephen Kiprotich for his feat at the 2012 olympics games where he won the marathon gold.

Obua was livid by the slow processes on deliverables like the hostel which is way behind schedule and lacks basics like wardrobes and beds yet many of the equipment has already been bought.

Proper construction of this three-pronged project started in 2017 with the UGX 26.5b first phase of a hostel, three kilometer running track, site roads, parking, gate house, water reservoir, an artificial turf for soccer and rugby enclosed by a six lane athletics track expected to be delivered in three years.

“We have allowed you three extensions and that’s all we can afford. Please deliver the first phase by end of June 2021 or else we take a next course of action.” Minister Obua requested the project manager Wang Jianwei of Chinese firm Complant.

The three extensions of delivery of this first phase are from 19th January 2020 to 30th June 2020; then from 30th June to 31st December 2020 with the latest being from 31st December 2020 to 30th June 2021.

The project manager Wang Jianwei who also doubles as Complant Country Director blamed the slow process on a number of issues including, poor road network in the past, delayed payment, variation in design and additional works with all these not helped by covid-19.
