Onduparaka CEO Banned For Insulting Match Official

Onduparaka FC CEO Edson Saba Saba has been banned for two Uganda Premier League games for Insulting a match official.

This was communicated by the Federation of Uganda Football Association (FUFA) through it’s Competitions Disciplinary Panel (CDP) on Monday, April 26.

Saba Saba is understood to have abused referee Ali Sabila during Onduparaka’s 2-0 loss away to Wakiso Giants FC on April 17.

The CDP claims Saba Saba’s behaviour ‘instigated fans to hurl all sorts of insults at all the match officials’.

“Disciplinary proceedings were opened against Edson Saba Saba stating that during the Wakiso Giants FC Vs Onduparaka FC match played on 17th April 2021 at Kabaka Kyabaggu sports stadium the CEO of Onduparaka FC Edison Saba Saba was heard abusing the center
referee Sabilla Ali Chelangat instigated fans to hurl all sorts of insults at all the match officials.”

The panel also says that the CEO’s behaviour led to fans throwing objects at the dressing room windows and that Saba and other individuals who had access to the inner perimeter area moved towards the same dressing room in an attempt to break in but were stopped by the security and Wakiso Giants officals contrary to the FUFA Competitions Rules.

Despite Saba Saba’s defence, the panel ruled that he had breached Article 30 (2) of the competitions rules which states that ‘’A participant shall at all times act in the best interest of the game and shall not act in
any manner which is improper or brings the game into disrepute or use any one, or a combination of ,violent conduct, serious foul play, threatening, abusive, indecent or insulting words or behaviour. Any participant in breach of this section, shall be charged and if found in breach shall be liable for disciplinary actions of a suspension or a ban not exceeding fifteen competition matches or specified
period with or without a fine depending on the discretion of the CDP,TOC or appropriate Judicial
bodies’’.

Article 30(3) further provides that ‘’For purposes of Article 30, a ‘participant’ means a member of Association, competition club, club official ,intermediary, player, official, match official, management
committee member or Employee of an affiliated club, and all such persons who are from time to time participating in any activity sanctioned directly or indirectly by FUFA’’ Article 30 (8) provides that ‘Clubs in a competition are responsible for order and security both inside and outside the stadium before, during and after matches.

As a consequence, the Panel identified and took into account the fact that;

  1. Edson Saba Saba is a club official and is therefore governed by the FUFA
    Competion Rules.
  2. Edson Saba Saba is remorseful in his defense.
  3. Edson Saba Saba is a first time offender.
  4. His misconduct and gestures indeed incited fans to hurl threats and insults to
    match officials contrary to the FUFA competition rules.

Saba Saba has also been fined UGX 500, 000 (Uganda Shillings Five Hundred Thousand) which is to be paid into the FUFA Account and proof of the same to be availed to the Panel within seven from receipt of this decision.

Should he fail to heed to the sanctions above, the CDP shall be constrained
to take stronger disciplinary measures against all parties involved.

Onduparaka’s next two games will see them travel away to Express FC before hosting SC Villa.
